The cultural creative industry is a burgeoning strategic industry based on culture and with creativity as its core. The development of China’s cultural creative industry is desperately in need of a large host of talented industrial personnel with reasonable structure and excellent quality. The innovative, compound and professional features of the talents in the cultural creative industry put forward the following special requirements for the multi-intelligence development of the talents: breaking the single-intelligence training model to cultivate compound and innovative talents; changing the standardized ideology to cultivate innovative talents with individuality; reforming the externalized curriculum paradigm to cultivate self-organized innovative talents; and surpassing the closed environment of education to cultivate “cross-border” innovative talents.

The social assistance for the homeless people with mental retardation in rural areas is the blind spot of the social assistance system in China. The rescue work for that group should be carried out on the basis of such characteristics as drifting away from the household registration management, mental retardation, life dependent on others, etc.. A whole set of social assistance legal system should be designed, covering such aspects as the rescue mode, the rescue time limit and the system of laws and regulations, which has strong applicability and is consistent with the value orientation of social assistance at this stage, so as to better safeguard the rights and interests of the mentally retarded homeless people while improving the legal system of social assistance at the same time.

The social assistance legislation is an important social legislation in the contemporary era. During the period of the Republic of China, the social relief legislation was increasingly perfected, symbolizing the burgeoning of China’s social relief system transiting from the traditional one into the modern legal one. The social relief legislation that started from the period of the Republic of China made some meaningful explorations in such areas as changing the legal rules and ideas to normalize the rescue routine, breaking the gifted thinking to emphasize the government responsibilities, innovating the rescue methods to give full play to the hematopoietic function, and advocating the standardized rescue management, which played an important role in the protection of the rights and interests of the people in the times of war, the mitigation of social conflicts, and the maintenance of the national unanimous attitude towards the outside situation. All of these can offer some valuable reference to the construction and perfection of China’s social assistance legislation during the transitional period. The current social assistance legalization and the system construction should pay serious attention to them.

In the 1960s, the management system of China’s salt industry went through a reform mainly in the form of trust. This is an important attempt to explore the corporate management system with Chinese characteristics, which realized some optimized reforms at such aspects as management levels of salt industry, the inside operation of salt industry and corporate management for large and medium-sized salt enterprises. Though that management system reform made some achievements, there still existed some shortcomings, which may have a certain significance of reference and implications for the reform of salt industry management system under today’s socialist market economic system.

During the early days after the founding of new China, in the land reform movement at the newly liberated areas, the former Central Soviet Area that experienced the Agrarian Revolution was generally regarded as a typical representative of land scattered areas. The impact of the revolution in the Soviet Area on the land reform at the formal Central Soviet Area after the founding of new China was not only reflected in the relatively decentralized land tenure status, but also in the special community relations and political ecology. The subtle relationships between landowners and farmers during the era of post-Soviet Area and the historic problems of the former Soviet Area cadres presented some characteristics that made the land reform in the soviet Area somewhat different from that in other new areas. These realities are the results of the land reform of the former Central Soviet Area which adopted some special policies as the prerequisite. The revelation of the historical experience of the land reform of the former Central Soviet Area is that the revitalization and development of the former Central Soviet Area should be carried out in the recognition of the social psychology and by seeking support of the state policy. At the same time, it is required to actively explore the modern business model and constantly enhance the economic “blood producing” function.

It was through selecting and bumping between the “national road” and the “Soviet model” that the socialist countries in Eastern Europe developed. The transmutation of the socialist development concept in Eastern Europe can be divided into three stages: the passive transplanted Soviet model, the reflectively revised Soviet model, and the dilemma-like development mode. The changes in each stage were closely related to the development of Soviet socialism. The reflection and revision upon the traditional concept of socialist development of Eastern European socialist countries were involved in the plight of a dilemma step by step in the seventies of the last century. Their reform attempting to eliminate the drawbacks of the Soviet model finally brought in new drawbacks that were difficult for them to overcome, and it was these new and old drawbacks that led these socialist countries in Eastern Europe into the pit of final loser.

From a longitudinal view, it’s no doubt that private economy in Jiangxi province has made remarkable achievements. But, compared with other provinces in the eastern region, how the situation will be? Therefore, with the relevant statistical data, this paper selects some indicators which can reflect the development of private economy to compare and analyzes the development situations between the private economy in Jiangxi province and that in other eastern provinces. The results indicate that the general size and the social contribution index of the private economy in Jiangxi are lower than the average level of the eastern region. The two indicators of gross output per company and asset per company of the private economy in Jiangxi are higher than those in most provinces in the eastern region. However, the other three indicators which can reflect the strength of the private business (the average number of employees, the average registered capital, and the number of enterprises listed in the Top 500 conglomerates) are lower than those in the eastern region. For the further development, the private economy in Jiangxi should be given great support from the macropolicy, so as to catch up with the advanced eastern region.

This study establishes a calculation model for the individual account payment period of the New Rural Old-age Insurance System, the results of the study indicate that the statutory individual account payment period is not reasonable. The adjustment of individual account payment period can be done by following the principle of individual account payment period consistent with average life expectancy; and such a way of adjustment should be taken that different individual account payment period should be designed according to gender differences.

The definition of the exclusive right is the prerequisite condition for the property right to play a role. The existing farmland property right system in China has a property structure of weak exclusiveness. Under such a system, fierce property conflicts would be generated from the hunting for rights and interests by each party involved. In order to eliminate the property conflicts under the weak exclusive property right, the institutional changes of farmland property right should ensure the exclusive right to be the core of such changes.

According to IT resource-based theory, it is found that the successful installment of ERP system is only the first step towards the completion of the project. The ERP system cannot improve business performance unless it is integrated with business process to form the ERP resources through oscillation. Through the intermediate variables of business process performance, a positive relationship can be found between the ERP resources and the business organizational performance. At the same time, a positive relationship exists between the business process performance and the organizational performance, and between the financial organizational performance and the non-financial organizational performance. Therefore, ERP project can improve the benefits of the users; there exists no so-called information paradox. During the course of ERP implementation, the software companies and users should pay more attention to the ERP management.

The development of cultural tourism resources has been a hot spot, however, from such phenomena as the disputes over the scenic spots of literary classics and the hometowns of celebrities, the outside contracted management of some religious temples, and the rushed constructions of open-air big Buddha statues all over the country, one can see the existence of hidden problems. It is doubtful that whether higher investment can bring about higher returns, and the disorderly competition also makes such higher returns become uncertain. The occurrence of this kind of disorderly competition is not only resulted from the missing of people’s faith, but also from the officials’ abnormal concept of performance and the GDP-oriented concept. The huge amount of private capitals is even stirring up troubles in the back. Only by adhering to the original ecology of culture, seriously implementing the current policy on religion, establishing and improving laws and regulations, handling affairs in accordance with the law, not transferring according to the will of the leadership, promoting political restructuring, establishing a scientific evaluation mechanism for the government officials, and so on, can the development of this kind of cultural resources become orderly and sustainable, meeting the requirements of the scientific development concept.

At the present stage, the corporate credit situation in China is of great concern; such dishonest behaviors as outstanding payments, breach of contract, product right infringement, false information, counterfeit and shoddy products, quality fraud and so on are plaguing the enterprises. Due to the information asymmetry between buyers and sellers in the credit transaction, two kinds of opportunistic behaviors can be found: the first is that the buyer will choose to provide beneficial information to reach the contract, shielding information that is not conducive to reach the contract. Some even forge and provide false information for the purpose of signing the contract; the second is that the buyer will not make full and timely payment when the credit deal is reached. In order to change the present situation of credit missing in China’s enterprises and higher credit risk in commercial transactions, all the enterprises themselves should strengthen their internal control of credit risk, besides, the government and the society should also take appropriate measures.

As one of the emerging industries with greatest potential for development in Jiangxi’s economic development, the ceramic creative cultural industry in Jiangxi is the main force in the transformation of economic growth mode and the adjustment of the industrial structure, as well as one of the key strategies to seize the commanding heights for the future development of Jiangxi. The main problems hindering the development of the cultural and creative industry of Jiangxi ceramics are the lack of demand and supply, the lack of awareness of intellectual property protection, and the need to improve the economic policy environment. The government should start its work from such aspects as reforming the management system, changing the ideas, setting up the cooperation platform, training the personnel, and protecting intellectual properties, then focus on the creation of the ceramic cultural and creative industry, including a base for the ceramics cultural and creative industry, a base for the research and development of the international prize-winning porcelain products with the traditional porcelain craft and an exhibition garden of the history and culture of royal kilns.

In recent years, as the discussion of the topic of “the state advances while the private sector retreats” becomes more intense, some issues which should be alert to and reflected on are gradually exposed. The proposition of “the state advances while the private sector retreats” makes the state-owned enterprises and the private enterprises become the opposite sides, the success of one side would result in the failure of the other; however, the relationship between these two sides is not only a fighting relationship that cannot coexist for common prosperity. Both state-owned enterprises and private enterprises have many common interests, their developments have to be realized through their own reforms and on the basis of being aware of their relationship and the relationship between them and the bureaucrat-capital and foreign monopoly capital, so as to jointly promote the development of China’s economy through their mutual assistance and cooperation in the orderly competition.
