    Freeing individual thoughts and opposing class poverty are the established goals of Marxist parties. During the period of the New Democratic Revolution, the Communist Party of China drew on Soviet Russia's experience in running newspapers, mobilized the masses to write articles for the Party newspaper, and organized a team of workers' and peasants' correspondents. Under the guidance of the propaganda departments in the base area, the masses observed the actual progress of rural social transformation, expressed their views and offered suggestions in their manuscripts, and at the same time deepened their knowledge and understanding of the revolution. Because of the complex situation of anti-encirclement and suppression, the workers' and peasants' correspondent movement were not able to fully develop, but it encouraged the proletariat to be involved in the construction of the base area, to move gradually from“being unrestrained”to“acting-by-themselves”, and to get rid of ideological and cultural poverty. The methodology contained therein provides endogenous motivation from the people to the Chinese Communist Party for the realization of its cultural anti-poverty proposition. It also possesses significant reference for the construction and consolidation of a poverty alleviation system with Chinese characteristics.

    The Fifth Plenary Session of the 19th CPC Central Committee put forward the rural construction action for the first time in the deployment of giving priority to the development of agriculture and rural areas. As the development goal of the 14th Five Year Plan period, the rural construction action not only affirms the phased achievements of the rural revitalization, but also makes an overall planning for the effective connection between consolidating and expanding the achievements of poverty alleviation and the rural revitalization. The leadership role of rural grassroots Party organizations in the allocation of rural interests plays an important role in safeguarding farmers' interests and leading rural development. From the experience of 100 years of rural construction of the Communist Party of China, the coupling of rural construction action and rural grassroots Party construction is the logical necessity of comprehensively promoting rural revitalization.     Development and risks are two sides of the evolution of things. Out of the strong requirements of national security, international competition, domestic economic growth and social development, the policy system determines the direction of the development of AI and provides supports through pressure transmission, planning guidance and other means. Capital actively responds to government decisions, integrates production factors under the guidance of market competition and self-value-added mechanisms, and promotes artificial intelligence technology research and development to commercial use. With policy encouragement and capital support, artificial intelligence technology continues to iterate and mature along the path of“self-evolution”. In this power chain that connects the former and the later, the power that comes back to bite the achievements of technological development is also imperceptibly growing. Through the“technology-capital-policy”reverse cycle path, artificial intelligence technology risks continue to overflow and spread.     Smoothing the transmission mechanism of monetary policy and enhancing the accuracy of monetary policies have been the hotspot issues among the monetary authorities and academics. This article introduces the concept of bioengineering targeting into the assessment of the effect of implementing the monetary policies. Through analyzing the inner link between the effectiveness of the monetary policy transmission mechanism and its targeting, it selects the monthly data from January 2016 to May 2020 and adopts the TVP-SV-VAR model to conduct an empirical test on the targeting effect of the new monetary policy tools. The results of the impulse response impact show that both the output and the credit of enterprises have the targeting to the new monetary policy tools. However, under the quantitative monetary policy rules, the targeting of enterprise loans to MLF12 is stronger than that of the enterprise output to MLF12. Under the price monetary policy rules, the targeting of enterprise output to R12 is stronger than that of enterprise credit to R12. The result of further comparison shows that for the new monetary policy tools, to choose the quantitative monetary policy rules is better than to choose the price monetary policy rules.

    This paper adopts the panel data of China's 31 provinces from 2009 to 2018 and employs a moderated mediating effect model to empirically explore the causal mechanism of the impact of property insurance on the output of scientific and technological innovation. The findings show that property insurance industry can directly and indirectly have a positive impact on the innovation output, and that R & D investment plays a partial intermediary role between property insurance industry and innovation output. Different from the original assumption that as a market-oriented means, the role of property insurance will benefit from the market-oriented reform, this study believes that to promote the market-oriented reform excessively will hinder the property insurance industry from promoting scientific and technological innovation, and the degree of marketization plays a negative regulatory role in the relationship between property insurance industry and R & D investment. Therefore, in order to guide the property insurance industry to play a positive role, the government should first ensure to provide stable and substantial financial support for scientific and technological innovation, so as to avoid the interference of market failures in the field of science and technology.
    A Study of the Influence of the Basic Old-Age Insurance Expenditure on the Urban-Rural Income Gap:From the Perspective of Balanced Development of Urban-Rural Old-Age Insurance

    From the perspective of the balanced development of urban-rural old-age insurance, this paper makes use of the statistical data of China's 31 provinces from 2013 to 2019 and constructs a panel data regression model to conduct an empirical analysis of the impact of the expenditure level of China's old-age insurance on urban-rural income gap. The results show that, as a whole, the expenditure levels of China's basic old-age insurance have an inverted U-shaped relationship with the residents' income, and a U-shaped relationship with the urban-rural income gap. The higher the balanced degree of urban-rural endowment insurance, the narrower the urban-rural income gap will be. The results of further study show that the effect of the balanced degree of the expenditure level of urban-rural basic pension insurance at different regions on the urban-rural income gap presents a certain difference. The effect at the eastern and western regions is consistent with that of the whole country, but the effect at the central region is not significant. By optimizing the level of urbanization and the structure of government fiscal expenditures, increasing the per capita funding level for the urban-rural basic old-age insurance moderately, and at the same time improving the per capita funding level of the urban employees' basic old-age insurance fund, the balanced development of the urban-rural old-age insurance will be effectively promoted, thereby the urban-rural income gap will be narrowed.

    Marx and Engels' thought of urban-rural integration is the result of Marx and Engels' use of historical materialism to criticize the alienation of capitalist urban-rural relations and to“sublate”the predecessor's urban-rural ideas. Its main content includes the logical necessity, essential connotation and realization conditions of urban-rural integration, which is ultimately committed to promoting people's free and all-round development. Over the 70 years since the founding of the People's Republic of China, the Chinese Communist Party has united and led the Chinese people to successfully embark on a road of urban-rural integrated development with Chinese characteristics. The road of urban-rural integrated development with Chinese characteristics has innovatively developed Marx and Engels' thoughts on urban-rural integration from the theoretical, value and practical levels, which can help to fundamentally solve the problem of the imbalance and insufficiency of urban-rural development, promote the high-quality development of urban and rural areas, and realize the common prosperity of all people.

    Under the background of rural revitalization, traditional villages have the ideal resources for tourism development due to their agglomeration of historical buildings and profound traditional culture. However, the tourism development of traditional villages in the underdeveloped areas is seriously hindered by their inadequate infrastructure construction, poor accessibility, and difficult development of non-agricultural industries, etc. In view of this, to study the tourism spatial structure in terms of the geographical location and traffic accessibility of traditional villages is of great significance, for it can provide theoretic support for accelerating the process of rural revitalization of the traditional villages. From the perspective of topological connection, this paper adopts the model of spatial syntax to comment on the spatial relationship of the traditional villages in Xiangxi Autonomous Prefecture. It also puts forward a tourism development spatial division strategy suitable for that area. The results show that: firstly, the overall distribution of traditional villages in Xiangxi is uneven, with three cluster areas of high density in the southwest, the middle and the northwest regions; secondly, the global accessibility and local accessibility of the traditional villages in Xiangxi are relatively poor, while the perceptive accessibility is relatively higher, and the accessibility of traditional villages are influenced by local terrain and topography, water system, and road network level.

    The system of selecting and appointing talents with Chinese characteristics is rooted in the fertile historical soil of China. It not only inherits the fine tradition of“appointing people on their merits”of the Chinese nation and draws on the management concept of“being prepared for both promotion and demotion”, but also continues the exit mechanism of“retirement from an official post”. At the practical level, this system is designed based on the political principle of“Party management of talents”, with“appointing people on their merits”and“regardless of their birth places”as specific work guidelines, paying particular attention on the improvement of its governance efficiency through the construction of Party style and clean government. Since the 18th National Congress of the Communist Party of China, the system of selecting and appointing talents with Chinese characteristics has realized a historic transition from“the Party committee takes overall leadership responsibility”to“the Party committee takes the main responsibility”, which has further strengthened the core position and role of the Party's leadership. This is an important way to implement the principles of“Party management of leaders”and“Party management of talents”and to continuously release its governance efficiency in the new era of socialism with Chinese characteristics. To give play to the institutional advantages of the new political party system and to strengthen the democratic supervision by the democratic parties is a possible choice for further optimizing the system of selecting and appointing talents with Chinese characteristics.

    The legislation of China's current personal information protection law takes consent as the sole legal right to deal with personal information. Although there is some breakthrough in“The Act on the Protection of Personal Information (Draft)” (Second Review), in general the fence of the absolute right of consent is not crossed. The absolutized setting of consent has led to such problems as insufficient protection of personal information, higher institutional costs, separation of legislation and judiciary, etc., further restricting the realization of the function of the personal information protection law. By analyzing the basic attributes of personal information, it is found that personal information is not pure“private affairs”, but an aggregation of the interests and values of multiple parties; the absolutized right of consent possesses no solid theoretical foundation. Therefore, it is necessary to start from the two paths, i.e., perfecting the legality of other person's information treatment and differentiating the allocation of the range of application of the right of consent with the scenario risk theory, so as to achieve the transformation from“absolute consent”to“relative consent”and formulate a“Chinese Scheme”of personal information protection in the big data era.

    Whether as a component of big data or as independent data, personal information contains high economic values. In practice, the relative benefits are enjoyed by the data enterprises. The allocation of the relative benefits is an issue of distribution at the constitutional level, which should take the socialist system, the system of distribution according to labor, the economic development, the principle of equality, and other aspects into full consideration. According to the Constitution, the data subject should enjoy the economic value on its personal information. This requirement of the Constitution should be put into practice at the legal level. Given that the existing protection mechanisms provided by the personality right law and the contract law are not up to this task, the legislators shall take positive actions to make up for the deficiency. In legal politics, the legislators should protect the economic interests of the data subjects via the property rules. Due to the substantial difference existing between personal information and corporeal things, the property system is not applicable to the protection of the economic value upon the personal information. The legislators shall draw on the intellectual property system to establish property rights on personal information.

    By virtue of the advantages of data, technology and capital, the platform field represented by the online car-hailing market is showing a trend of increasing market concentration and accelerating the concentration of market resources to the top platforms. The“winner takes all”effect is quite significant, and the consequence of the unordered competition is worrying. The disorderly expansion of capital in the online car-hailing market has also incurred questions and accusations on market regulators and operators, such as regulatory arbitrage, data collection infringement of privacy, algorithm discrimination and using big data to cheat the acquaintances, platform data monopoly, etc. The regulatory system of the online car-hailing market is in urgent need for reshaping. The policy makers should re-examine the platform supervision and competition issues in the digital economy. The possible anti-competitive risks probably resulted from the underestimated pricing of the current laws and the cross-industry integration have become prominent. The regulation of the online car-hailing market should take the anti-monopoly law as a starting point, strengthening the requirements for algorithm transparency, increasing competition advocacy and updating anti-monopoly analyzing tools, standardizing platform behaviors, promoting the development of the market in accordance with the law, and giving a better play to the role of the government.
