    The age is coming, in which Internet consumers dominate economic development. On the one hand, the economic characteristics of the Internet has strengthened the role of consumers as a judge, on the other hand, we must also face the fact that consumers are located at the end of the Internet competitive ecological chain. The protection of consumer interests by China’s anti-unfair competition law should be not limited to an indirect reflection-type, but a direct and even focused protection. Consumers in the Internet era have a special status which can also determine their special functions. Demonstrating the legitimacy of competitive behaviors should be based on the protection of the interests of operators, and the nature of the behavior should be determined by focusing on whether the overall, long-term interests of consumers are damaged. The connotations of consumers’ interests in the law include the right to know so as not to be misled or cheated and the right to choose without technical coercion or indirect interference. To improve the protection of consumer rights and interests in the anti-unfair competition law, we should not only modify the definition of unfair competitive behaviors but also clearly specify the consumers’ right of collective action and the concrete applicable conditions.

    The reasons for the excessive pricing in pharmaceutical sector are very complicated, which have attracted much attention from all sectors of society with violent responses. The incessant antimonopoly enforcement cases demonstrate the determinations of the anti-monopoly law enforcement authorities to regulate the excessive medicine prices, however, due to the complicated situations, including prejudices and misunderstandings, the effect of the governance is far from satisfactory. The governance of higher medicine prices should be based on the correct attribution, and the principles should be followed, such as treating different medicines in different ways, suiting the remedy to the case, and dividing the medicines into different groups for treatment. Under the overall framework of the national medical system reform, the government should give its industrial support and stimulation to the orphan medicines, which are clearly short of market supply; the excessive pricing behavior in this regard should be left to the governance of the Pricing Law. As for the common medicines, which have a balanced market demand and supply, the governance of the excessive pricing behavior should follow the relative provisions in the Anti-monopoly Law. The key points of enforcement practices include: the definition of the relevant markets, the determination of excessive pricing and the selection of legal relief schemes, etc.

    From the historical perspective of the development of Chinese culture, the most important measure for China’s national cultural security strategy is “one body and the two wings”. Here, “one body” refers to the main body of Chinese culture, which should make continuous innovations while keeping up with the times, deal well with the two dimensions of the ancient and the modern, China and foreign countries, and maintain its own progressiveness among all the cultures of the world. The “two wings” refers to the two carriers of inheritance and transmission of Chinese culture. First of all, it is necessary to strengthen the education of Chinese culture for young people, especially the education of the socialist core values, Chinese language and Chinese history and culture, so as to make them consciously become the inheritors and transmitters of Chinese culture. Then China should possess the ability to expand and innovate in the network space on the Internet, have the right of speech, and clear the Internet to be an important position for the inheritance and transmission of Chinese culture. At present, in order to maintain national cultural safety, we should first of all have a strong and healthy body, go all out to keep the advancement of Chinese culture. Then we should have strong and powerful wings, that is to say, to keep the strong bearing capacity of the two carriers of people and things, which is the necessary conditions for maintaining the advancement of the main body. In a word, we should keep both body and wings strong and healthy, not a single one can be omitted.
    Measurement of Rice Production Efficiency in Jiangxi and Analysis of Its Influencing Factors

    Rice is one of the main food crops, and the efficiency of rice production plays a crucial role in the national food security. Taking early indica rice as the research object and combining the data of early indica rice production in Jiangxi farmers from 2015 to 2017, this paper makes a data envelopment analysis of the input and output variables and measures the production efficiency of each farmer household with SBM model. Subsequently, it adopts the panel Tobit model to analyze the factors influencing the production efficiency of early indica rice. The findings show that the production efficiency of rice in Jiangxi has been declining year by year in the past three years, that there is a problem of efficiency loss in rice production in terms of seed, fertilizers, pesticides, and agricultural film inputs, that such factors as land size, farmer fertilizer input ratio, seed price, and depreciation of fixed assets have a significant positive effect on production efficiency, that labor input and labor wages have a significant negative impact on efficiency, and that there are significant differences in efficiency between different regions, which is mainly reflected in the efficiency of rice production in the northern Jiangxi being higher than that in the central and southern Jiangxi.

    Green agriculture is the dominant mode of the sustainable development of modern agriculture. As the main body of agricultural production, farmers’ willingness and behaviors are crucial to the development of green agriculture. Based on the survey data of 370 farmer households in Lishui City, Zhejiang Province, this paper applies the bivariate Probit model to analyze the factors influencing farmers’ willingness and behaviors in green agriculture. The results show that there is a correlation between farmers’ willingness to engage in green agriculture and their behaviors. Such factors as farmers’ political status, years engaged in farming, their perception of the economic value of green agricultural environmental and their perception of hazards have great influence on farmers’ willingness to engage in green agriculture, while the variables of farmers domestic rubbish disposal and livestock and poultry waste treatment will play a significant inhibitory role. This conclusion has a certain significance for further understanding of farmers’ willingness and behaviors to be engaged in green agriculture, which can contribute to the structural reform of the agricultural supply side and the implementation of the “Rural Revitalization” strategy.
    A Study of the Impact of Urban-Rural Medical Expenditure Disparities in China: Based on the Residents’ Coping with and Prevention of Diseases

    By making use of the data of China Family Panel Studies(CFPS)in 2014 and from the perspective of residents’ coping with and preventing diseases, this paper makes a systematical analysis of the factors influencing the urban and rural medical expenditure differences from the two dimensions of macro environment and micro individual endowment with the method of stepwise logistic regression. Then, it controls the affecting factors under investigation and applies the method of propensity score matching(PSM)to analyze the medical expenditure difference between urban and rural residents in coping with and preventing diseases. The findings show that there exists a significant difference in medical consumptions between urban and rural residents. It is mainly reflected in the fact that the rural residents’ responsive medical expense is 10.08% higher than that of urban residents, while the preventive medical expenditure of urban residents is 89.68% higher than that of rural residents. Such factors as doctor-visiting points, education level, health conditions, income and regional conditions can effectively narrow the differences of responsive and preventive medical expenditures between urban and rural residents.
    An Analysis and Reflection on the Participation and Reimbursement of Children’s Social Medical Insurance in China: Based on the Data of China Family Panel Studies

    In the construction of the universal health care system, a group of people that worthy of attention is the group of children. Based on the data of China Family Panel Studies (CFPS) of 2010, 2012 and 2014, this paper analyzes the actual participation of children’s social medical insurance and the actual reimbursement for their medical expenses. The results show that: (1) Children’s overall participation rate is less than 70%, and no sign shows any obvious time trend or urban-rural differences. (2) From a dynamic perspective, it is found from the three rounds of investigates that only 27.1% of the children are constantly insured, over 30% of the children cancelled after taking part in the insurance. (3) An investigation of some special groups of children finds that the participation rates of the children without permanent registered residence, the migrant children from rural to urban areas and the preschool children are much lower. (4) From the view of the reimbursement ratio, the current children’s social health insurance only reimburses the enrolled children for only 10% of their hospitalization expenditures, while the rate is even lower for ordinary outpatient services.

    From the perspective of social network, this paper empirically examines the impact of the financial executive capability of CFO on the quality of financial reports. It is found that the quality of corporate financial reports can be improved significantly in the enterprise whose CFO becomes a member in the board of directors as an internal director. A further examination of the network sites of listed companies from the perspective of independent directors can find that the higher the degree of network centrality and the richer the network structural holes of listed companies, the greater the role of CFO’s financial executive capability in promoting the quality of financial reports. When the industrial competitive degrees are distinguished, compared with the competitive industries, the financial executive capability of CFOs in the monopoly industry has a greater effect on the improvement of the quality of financial reports. And the richer the network structural holes of listed companies in the competitive industry, the greater the promotion effect of CFO’s financial executive capability on the quality of financial reports.

    Reasonable use of public power and effective allocation of public resources are the basic contents of government accountability, while in the field of national governance it is reflected in two aspects: one is the prevention of corruption; the other is the improvement of the effectiveness and implementation of government macropolicies. By making use of the panel data of 30 provinces (municipalities and autonomous regions) from 2003 to 2014, this paper empirically tests the effectiveness of the corruption prevention and treatment and the decision support of state audit. The findings show that at the present stage the state audit can really prevent the abuse of public power and promote the effective allocation of resources, so as to serve the national governance, but it is its constructive function that helps rather than its deterrent function. Further study reveals that the implementation of the “immune system” theory in audit institutions can play a significant role in promoting the status and functions of audit recommendations. The state audit should pay more attention to the improvement of the quantity and quality of the audit proposals, so as to further serve the national governance.
    The Interactive Effect of Intellectual Property Protection and Trade Openness on China’s Regional Economic Growth

    Based on the factors of law enforcement, this paper firstly measures the level of regional intellectual property protection then makes use of the provincial panel data to empirically test the influence of intellectual property protection on the regional economic growth, focusing on the interactive effect of intellectual property protection and trade openness on the regional economic growth. The results show that intellectual property protection has a significant positive impact on regional economic growth, but this impact will change along with the changes of trade?openness. The economic growth effect of intellectual property protection in the low-income provinces is significantly negative, which is closely related to the low level of their trade openness. The protection of intellectual property rights in high-income provinces can significantly promote their economic growth, but when the level of trade openness is too high, it will turn to be negative impacts on the economic growth. The interactive effects of intellectual property protection and trade openness can have significantly different regulatory effects on regional economic growth due to their different income levels.

    Through inferring and constructing a factor decomposition model including the production and life sectors and the spatial effect, this paper makes use of the national and provincial panel data from 1980 to 2015 to conduct a quantitative analysis of the impact of technological level, industrial structures, household energy consumption intensity and changes of regional economical scales on China’s energy intensity. The findings show that besides the technological progress of the production sector, the decline in household energy consumption intensity is another driving factor for the decline in China’s energy intensity. The adjustments of the industrial structures have produced a negative effect since 1985. Seeing from the provincial level, there exist such problems as the retrogress of technological level in Xinjiang, the increased intensity of household energy consumption in Inner Mongolia and Hainan, the negative impacts due to the changes in industrial structures and economic scales in most provinces and cities, and so on. Therefore, in order to reduce China’s energy intensity, it is necessary not only to rely on technological advancement and industrial structure optimization, but also to improve the energy efficiency for household consumption and to promote the harmonious development of regional economy and energy utilization.

    With the development of economy stepping into the new normal, the industrial parks and zones in China that have increasingly serious trend of involution set in the initial system need urgently transformation and upgrading. Compared with the overall country and the industrial zones in the eastern region, the underdeveloped areas have their own characteristics and dilemmas, therefore, the factors influencing the transformation and upgrading are also different. By making use of the panel data of 89 industrial parks in 11 prefecture-level cities in underdeveloped Jiangxi province during the period of 2011─2015, this paper constructs an evaluation index system for the transformation and upgrading of the industrial parks under the new normal from five aspects, so as to try to explore the factors influencing the transformation and upgrading of the industrial parks in underdeveloped regions under the new economic normal. The empirical results show that such factors as external investment, production service level, financial deepening, location advantages and infrastructure constructions are of great significance to the transformation and upgrading of industrial parks; while such factors as the urbanization separating the cities from the industry, the monopoly of state-owned enterprises, excessive government intervention and the suppression of the marketization can hinder the pace of transformation and upgrading of industrial parks.
