Abstract: At present, China’s long-term caring services for disabled elders meet with a serious imbalance between supply and demand. The underlying causes of this issue mainly are the following: the low birth rates left by the historic conditions, the serious aging problem resulted from the prolonged life expectancy, the absence of certain aspects of government responsibilities, and the lagging behind of the current policies of social services for the aged which even may not be implemented. In order to solve the problem of providing services for the disabled elders, it is necessary to let the government play a leading and effective role, to put into practice the preferential policies, to increase financial input to expand the supply of pension services, to carry out the family care subsidy system, and to carry out the long-term care insurance system. When improving the service system for the aged, the responsibility of the government to care for the disabled elders should be highlighted.
