Abstract: The orderly participation of citizens in urban governance is not only the demand and calls of urban governance in the new era, but also the government’s clear promotion in response to the above-mentioned demand. Because there are various paradoxes in the process of citizen participation in urban governance, the current plight is formed at the different levels of concept, mechanism, and effect, which leads to the “disorder” of citizen participation in urban governance. To deal with such a plight, the following points should be noted: to change the main concept and facilitate the network governance of benign interaction between government and citizens; to strengthen the system design, so as to guarantee that citizen participation in urban governance has rules to follow; to build smart city, so as to optimize the data-intensive environment for citizen participation; to establish a sound legal system and improve all the laws and regulations for citizen participation; and to draw experience from international practice, to learn useful experiences from extraterritorial citizen participation in urban governance.
