Abstract: From the historical perspective of the development of Chinese culture, the most important measure for China’s national cultural security strategy is “one body and the two wings”. Here, “one body” refers to the main body of Chinese culture, which should make continuous innovations while keeping up with the times, deal well with the two dimensions of the ancient and the modern, China and foreign countries, and maintain its own progressiveness among all the cultures of the world. The “two wings” refers to the two carriers of inheritance and transmission of Chinese culture. First of all, it is necessary to strengthen the education of Chinese culture for young people, especially the education of the socialist core values, Chinese language and Chinese history and culture, so as to make them consciously become the inheritors and transmitters of Chinese culture. Then China should possess the ability to expand and innovate in the network space on the Internet, have the right of speech, and clear the Internet to be an important position for the inheritance and transmission of Chinese culture. At present, in order to maintain national cultural safety, we should first of all have a strong and healthy body, go all out to keep the advancement of Chinese culture. Then we should have strong and powerful wings, that is to say, to keep the strong bearing capacity of the two carriers of people and things, which is the necessary conditions for maintaining the advancement of the main body. In a word, we should keep both body and wings strong and healthy, not a single one can be omitted.
