Can Standard Land Reform Bring about the“Ggreening”of Agricultural Production: Evidences from Zhejiang Province

Abstract: The reform of agricultural standard land, as a new model of land transfer, can strengthen the construction of high standard farmland and efficient utilization of farmland. To explore the impact and mechanism of agricultural standard land reform on farmers' green production behavior can clarify the importance of agricultural standard land reform for the development of green agriculture and provide decision-making basis for further improving and promoting the experience of Zhejiang standard land reform. Based on the samples of 344 farmers from four counties (cities) in Zhejiang Province, this paper evaluates the impact of agricultural standard land reform on farmers' green production behavior by using a difference in differences model. Research has found that firstly, the reform of agricultural standard land has significantly increased the adoption rate of green production behavior among farmers. Secondly, the reform of agricultural standard land promotes the adoption of green production technologies by increasing the intensity of digital supervision, enhancing farmers' green awareness, and strengthening their risk tolerance. Thirdly, the reform of agricultural standard land has led to a greater willingness of large-scale households to adopt green production practices compared to small-scale households. Therefore, it is necessary to effectively summarize and promote the experience of standard area reform in advanced regions, promote green production behavior by relying on the “standard land” digital information service and regulatory system; continuously improve green production technology services and policy incentives for “standard land”, enhancing farmers' awareness of green production and their ability to resist risks; develop a “standard land” reform classification management and assessment system tailored to local conditions to guide the agricultural green production behaviors of the farmers.
