Research on the Impact of National Low Carbon Industrial Park Pilot Policies on Enterprise Green Innovation

Abstract: The pilot policy for national low-carbon industrial parks is a key measure to implement national carbon emission targets, promote industrial transformation and upgrading, and enhance industrial competitiveness. On the basis of theoretical analysis, this paper takes the pilot policy for the national low-carbon industrial parks as a natural experiment to study the impact of the national low-carbon industrial park pilot policy on enterprise green innovation, which is based on the green innovation data of the micro subject enterprises, and uses a difference in differences model. The empirical evidences show that, firstly, the pilot policy for national low-carbon industrial parks can effectively enhance the level of green innovation in enterprises, mainly by enhancing their social and environmental responsibilities to exert the “environmental information disclosure management effect”, attracting high-level talents to exert the “talent aggregation effect” through policy support, and increasing R&D investment to exert the “leverage effect” to improve the activity of green innovation in enterprises. Secondly, the pilot policy mainly induces green innovation activities of enterprises in first tier cities, non resource-based cities, and state-owned enterprises. Thirdly, the pilot policy further enhances corporate ESG performance by inducing green innovations in enterprises. Therefore, it is necessary to actively leverage policy effects, improve policy systems, strengthen policy support, leverage the “leading goose effect”, actively explore green innovation technologies for low-carbon industrial development, and enhance the level of green innovation in enterprises.
