转型期农地产权变迁的绩效与多样性研究:来自模糊产权下租值耗散的思考

A Study of the Performance and Diversity of Farmland Property Rights Transfer during the Transitional Period:Reflection on Rent Dissipation under Ambiguous Property Rights

摘要: 我国农地产权的模糊性是一个由来已久的问题。通过对模糊产权进行分类以及深入展开租值耗散的概念,分析我国农地模糊产权的模糊变化、产权绩效以及制度多样性和市场化改革等关键性问题。研究结果表明,我国农地模糊产权的内部结构在不同的历史阶段,呈现着不同的特点,改革之初农地产权巨大绩效的提升来源于农地产权租值耗散在生产效率方面损失的降低,而后续农地产权效率的降低主要归咎于农地产权在配置效率上租值耗散的损失。同时,农地多样性制度的出现与试验在国家逐步放松农地产权管制条件下,表现为各主体对农地非专有租值攫取中不同权利束的表达与组合,政府间的行为对农地产权制度多样性具有学习、模仿与竞争的含义。农地租值分享的方向与程度将决定农地产权制度变迁的方向。

Abstract: The ambiguity of China’s farmland ownership is a deep-seated problem. By classifying the ambiguous property rights and unfolding the concept of rent dissipation, this paper tries to analyze such key issues as the vague changes and property right performance of China’s farmland ambiguous property rights, the institutional diversity, and market-oriented reform, etc.. The results show that the internal structure of China’s farmland ambiguous property rights presents different characteristics at different historical period. At the beginning of reform, the huge improvement of the performance of farmland property results from the decrease of losses in farmland ownership rent dissipation in terms of production efficiency, while the reduction of farmland property efficiency afterwards is mainly due to losses of property rent dissipation in terms of allocation efficiency. Meanwhile, the appearing and tests of diverse farmland systems, under the gradually eased farmland property rights control by the state, are often shown as the expression and combination of different bundles of rights in grabbing non-proprietary rental value of farmland by each principal body. Besides, the inter-government behaviors could have some implications of learning, imitation and competition towards the diversity of farmland property right system. The direction and degree of farmland rent sharing can decide the direction of the changes of farmland property right system.
