摘要: 区域创新体系的建设需要高校、科研院所与企业等创新主体结成战略联盟的形式,开展真诚而有效的合作,合力提升区域创新能力。产学研战略联盟系统不稳定状况的问题及成因是多方面的,可从提高产学研战略联盟主体的心理契约入手,设计出盟友甄选与退出机制、促进文化融合的内在互信机制、严守契约的动态协调监督机制、以互利互惠为原则的利益分配机制,以期增强产学研战略联盟的系统稳定性。

Abstract: The construction of the regional innovation system requires universities, research institutes and enterprises to form strategic alliances, carry out sincere and effective cooperation and work together to enhance regional innovation capacity. The reasons of the problem of instable system of the strategic alliance are various. Starting from the psychological contract that can improve the industry-university-research strategic alliance, we can design some mechanisms to enhance the system stability of the industry-university-research strategic alliance, including the ally selection and exit mechanism, the inherent mutual trust mechanism for promoting cultural integrations, the dynamic coordinating and supervising mechanism for adherence to contract, and the interest distribution mechanism for mutual interests, with the purpose of enhancing the system stability of the industry-university-research strategic alliance.
