城市化与财政支出增加了公共休闲服务供给吗

Has Urbanization and Fiscal Expenditure Promoted Public Leisure Services Supply

摘要: 利用1999-2013年我国31个省级面板数据,分析了城市化与地方财政支出对公共休闲服务供给的影响及其作用机理。研究发现,城市化对不同类型公共休闲服务供给的影响方向和力度并不相同,需求越大的公共休闲服务,其供给越有可能与城市化水平成正比;地方财政支出的增长并未促进公共休闲服务供给水平的普遍提升,只有需求较大且地方政府偏好度高的公共休闲服务,其供给水平才能与地方财政支出总量成正比。因此,为了实现公共休闲服务供给的有效增长,地方政府应采取一些必要措施,包括做好城市化进程中的公共休闲需求调研、合理安排公共休闲服务项目的供给、充分考虑公共休闲服务供给决策的前瞻性、大胆尝试采用市场化的供给模式等。

Abstract: By making use of the provincial panel data of China’s 31 provinces from 1999-2013, this paper tries to analyze the impact and its action mechanism of urbanization and local financial expenditures on the public leisure services supply. The results show that urbanization has different influence direction and strength on different types of public leisure services supply. The public leisure services supply with greater demand is more likely to have a positive proportion to the level of urbanization. The growth of local fiscal expenditure has not promoted the general improvement of public leisure services supply level. Only the public leisure services supply with bigger demand and more preferences from local governments has a positive proportion to the local fiscal expenditure gross. Therefore, in order to achieve more effective supply growth of public leisure services, the local governments should take necessary measures, including doing the research on public leisure demand during the course of urbanization, arranging reasonably the supply of public leisure service items, considering fully the forward-looking decision-making for public leisure services supply, attempting boldly to adopt the market-oriented supply mode, and so on.
