共享经济背景下准公共产品供给碎片化及整体性治理——以共享单车为例

Fragmentation and Holistic Governance of Quasi-Public Goods Supply in the Context of Sharing Economy: A Case Study of Sharing Bicycles

摘要: 共享经济打破了传统政府一元主导的准公共产品供给格局,实现了从行政化的固定派发转向市场化和个性化的按需匹配。公共产品属性和市场失灵的出现,需要对共享单车进行治理;而碎片化治理困境需要进行整体性治理,共享单车整体性治理势在必行。从当前实践来看,共享单车治理陷入了主体碎片化、目标碎片化和政策碎片化三类困境。针对上述困境,构建共享单车整体性治理的路径,即整合主体,构建多元主体共治格局,破解治理主体碎片化困境;整合目标,构建协调统一的目标,破解治理目标碎片化困境;整合政策,加强顶层设计和基层创新,破解治理政策碎片化困境。

Abstract: The sharing economy breaks the traditional quasi-public goods supply pattern dominated by governments, realizing the transformation from administrative fixed distribution to market-oriented and individualized on-demand matching. The features of pubic goods and the emergence of market failures make it necessary to govern the sharing bikes; while the fragmentized governance dilemma need to have a holistic governance, it is imperative to govern the sharing bicycles holistically. In view of the current practice, the sharing bikes governance falls into three kinds of dilemmas: fragmentation of the subjects, fragmentation of the objectives, and fragmentation of policies. Against the above-mentioned dilemmas, it is suggested to establish a holistic governance path for the sharing bikes, including integrating the subjects to establish a joint governance pattern by multiple entities and to get rid of the fragmentized dilemma of the governance subjects, integrating the objectives to establish a coordinated and unified goal to get rid of the fragmentized dilemma of governance objectives, and integrating the policies to strengthen the top-level design and grass-roots innovation to get rid of the fragmentation dilemma of the governance policies.
