An Empirical Analysis of Identification of China’s Systemically Important Banks

摘要: 在由美国次贷危机引发的全球金融危机中,大型金融机构倒闭所产生的系统性风险是此次危机的关键点,因此国际社会普遍认识到系统重要性金融机构(SIFIs)尤其是系统重要性银行(SIBs)对于维持金融市场稳定和经济平稳发展的重要性,而系统重要性银行识别是对系统重要性银行监管的关键。评估SIBs的理论框架一般从规模、关联性、复杂性和可替代性等四个方面构建指标体系,由于我国商业银行的特殊性,在系统重要性银行识别时要根据自身特性确定我国系统重要性银行的评估方法和指标体系,而运用熵值法可以确定出四大国有商业银行和光大银行、招商银行、中信银行等股份制商业银行为当前我国系统重要性银行。

Abstract: During the global financial crisis triggered by the US subprime mortgage crisis, the systematic risk caused by the collapse of large financial institutions is the key point of the crisis, so the international community has generally recognized the significance of the systemically important financial institutions (SIFIs) especially systemically important Banks (SIBs) in maintaining the financial market stability and the steady economic development. However, the identification of the systemically important banks is critical to the regulation and supervision of the systemically important banks. As for the theoretical framework to assess SIBs, it is generally adopted to establish an index system from the four aspects of scale, relevance, complexity and substitutability. Due to the particularities of China’s commercial banks, when identifying the systemically important banks, the assessment methods and the index system used for the identification should be determined by they own characteristics. By employing the entropy value method, the big four state-owned commercial banks, as well as China Everbright Bank, China Merchants Bank, CITIC Bank and other joint-equity commercial banks can be recognized as the systemically important banks in present China.
